{"id":31837,"date":"2024-03-03T13:00:40","date_gmt":"2024-03-03T11:00:40","guid":{"rendered":"https:\/\/themarkaz.org\/oldsite\/?p=31837"},"modified":"2024-03-16T00:42:46","modified_gmt":"2024-03-15T22:42:46","slug":"israels-environmental-and-economic-warfare-on-lebanon","status":"publish","type":"post","link":"https:\/\/themarkaz.org\/oldsite\/israels-environmental-and-economic-warfare-on-lebanon\/","title":{"rendered":"Israel\u2019s Environmental and Economic Warfare on Lebanon"},"content":{"rendered":"<h5>Israel&#8217;s deliberate attacks are taking a toll on southern Lebanon, posing a threat to civilian lives as well as incurring serious repercussions on the economy and the livelihoods of thousands of farmers and agricultural workers, who are already struggling with Lebanon&#8217;s prolonged economic crisis since 2019. <span style=\"font-size: 14px;\"><span style=\"font-weight: 400;\">This is an updated version of the essay first published by the <\/span><a href=\"https:\/\/timep.org\/2023\/11\/28\/israels-environmental-and-economic-warfare-on-lebanon\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Tahrir Institute for Middle East Policy (TIMEP)<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/span><\/h5>\n<p>&nbsp;<\/p>\n<h4><span style=\"font-weight: 400;\">Michelle Eid<\/span><\/h4>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Since the beginning of Israel\u2019s\u00a0<\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2023\/11\/27\/israel-hamas-war-list-of-key-events-day-52\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">war<\/span><\/a><span style=\"font-weight: 400;\">\u00a0on Gaza, Israel and several factions in Lebanon, primarily Hezbollah, have been exchanging fire near Lebanon\u2019s borders to the south. Israel has targeted several Lebanese villages, particularly residential buildings in numerous towns such as\u00a0<\/span><a href=\"https:\/\/www.the961.com\/civilian-homes-were-targeted-in-south-lebanon\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Mais al Jabal<\/span><\/a><span style=\"font-weight: 400;\">,\u00a0<\/span><a href=\"https:\/\/today.lorientlejour.com\/article\/1357854\/hezbollah-says-it-shot-down-israeli-combat-drone-fuel-delivery-enters-gaza-hamas-israel-war-day-43.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Khiam<\/span><\/a><span style=\"font-weight: 400;\">, and\u00a0<\/span><a href=\"https:\/\/www.the961.com\/unexploded-israeli-shell-landed-near-a-home-in-naqoura\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Naqoura<\/span><\/a><span style=\"font-weight: 400;\">, amongst others; community infrastructure, such as the Saint George Church in\u00a0<\/span><a href=\"https:\/\/www.lbcgroup.tv\/news\/lebanon-news\/736180\/attack-in-yaroun-israeli-artillery-damages-saint-georges-church\/en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Yaroun<\/span><\/a><span style=\"font-weight: 400;\">; and a variety of\u00a0<\/span><a href=\"https:\/\/today.lorientlejour.com\/article\/1357854\/hezbollah-says-it-shot-down-israeli-combat-drone-fuel-delivery-enters-gaza-hamas-israel-war-day-43.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">green land<\/span><\/a><span style=\"font-weight: 400;\">, which includes forests, open green areas, and most importantly, agricultural lands, in Aitaroun and Kfarkela, among other villages. According to the International Organization of Migration, over <\/span><a href=\"https:\/\/dtm.iom.int\/reports\/mobility-snapshot-round-25-22-02-2024\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">89,000 individuals<\/span><\/a><span style=\"font-weight: 400;\"> were officially displaced from bordering towns in south Lebanon as of February 22. At least <\/span><a href=\"https:\/\/reliefweb.int\/report\/lebanon\/lebanon-flash-update-12-escalation-hostilities-south-lebanon-21-february-2024\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">42 civilians<\/span><\/a><span style=\"font-weight: 400;\"> have been killed by Israeli shelling in Lebanon, including sisters Remas, Taleen, and Lianne Chour and their grandmother, whose car was\u00a0<\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/slain-lebanese-schoolgirl-sisters-are-latest-victims-mideast-war-2023-11-06\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">targeted<\/span><\/a><span style=\"font-weight: 400;\">\u00a0as they were fleeing southern Lebanon for Beirut to escape the shelling of their village, as well as journalists\u00a0<\/span><a href=\"https:\/\/rsf.org\/en\/rsf-video-investigation-death-reuters-reporter-issam-abdallah-lebanon-journalists-vehicle-was\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Issam Abdallah<\/span><\/a><span style=\"font-weight: 400;\">,\u00a0<\/span><a href=\"https:\/\/cpj.org\/2023\/11\/al-mayadeen-tv-reporter-and-videographer-killed-by-israeli-strike-in-south-lebanon\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Farah Omar, and Rabih Al Maamari<\/span><\/a><span style=\"font-weight: 400;\">, who were killed on two separate occasions while reporting near the border.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Israel\u2019s deliberate attacks on southern Lebanon directly threaten the lives of civilians, while also posing serious threats to the economy and livelihoods of thousands of farmers and agricultural workers, whose crops and lands have been facing\u00a0<\/span><a href=\"https:\/\/www.thenationalnews.com\/mena\/lebanon\/2023\/11\/28\/lebanon-white-phosphorus-dhayra-truce\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">incessant shelling<\/span><\/a><span style=\"font-weight: 400;\">. As a result, even those whose lands have not been scorched by the strikes have halted their harvests or abandoned their lands, fearing for their safety.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This adds yet another layer to the strife that the agricultural sector and farmers have been experiencing amidst Lebanon\u2019s protracted\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/world-report\/2023\/country-chapters\/lebanon\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">economic crisis<\/span><\/a><span style=\"font-weight: 400;\"> since 2019, incurring even more environmental and economic damage to the state in both the short-term and the long-term.<\/span><\/p>\n<figure id=\"attachment_31956\" aria-describedby=\"caption-attachment-31956\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-31956\" src=\"https:\/\/themarkaz.org\/oldsite\/wp-content\/uploads\/2024\/03\/Black-smoke-and-flames-rise-from-a-burning-warehouse-hit-by-Israeli-strikes-at-an-industrial-district-in-the-southern-coastal-town-of-Ghazieh-Lebanon-February-19-2024.-photo-Mohammed-Zaatari-courtesy-AP.jpg\" alt=\"Black smoke and flames rise from a burning warehouse, hit by Israeli strikes, at an industrial district, in the southern coastal town of Ghazieh, Lebanon, February 19, 2024. They have used a\u00a0<\/span><a href=\"https:\/\/www.instagram.com\/p\/Czq77posi00\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">variety<\/span><\/a><span style=\"font-weight: 400;\">\u00a0of weapons, primarily flare bombs, artillery strikes, and white phosphorus bombs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Flare bombs and white phosphorus bombs are forms of incendiary artillery, mostly used to mark targets, signal, or create smoke screens. Customary international law\u00a0<\/span><a href=\"https:\/\/ihl-databases.icrc.org\/en\/customary-ihl\/v1\/rule84\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">requires<\/span><\/a><span style=\"font-weight: 400;\"> that all parties to a conflict take all precautions possible to avoid harming civilians when using incendiary weapons. Furthermore, although incendiary weapons are typically\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2023\/10\/12\/questions-and-answers-israels-use-white-phosphorus-gaza-and-lebanon\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">not directly banned<\/span><\/a><span style=\"font-weight: 400;\">\u00a0by international humanitarian law,\u00a0<\/span><a href=\"https:\/\/disarmament.unoda.org\/the-convention-on-certain-conventional-weapons\/#:~:text=3%2F%20Protocol%20III%20%E2%80%93%20Incendiary%20Weapons,cause%20burn%20injuries%20against%20civilians.\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Protocol III<\/span><\/a><span style=\"font-weight: 400;\">\u00a0of the Convention on Conventional Weapons (CCW), which Israel is not a party to, prohibits their use in \u201cconcentrations of civilians.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The reservations around the use of incendiary weapons stem from the dangers they are likely to cause. Both\u00a0<\/span><a href=\"https:\/\/thisisbeirut.com.lb\/world\/195675\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">flare bombs<\/span><\/a><span style=\"font-weight: 400;\">\u00a0and white phosphorus can cause major fires and release components into the air, water, and land that are widely considered toxic. And though flare bombs are dangerous, white phosphorus is uniquely vicious. Ignited when exposed to oxygen, white phosphorus\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2023\/10\/12\/israel-white-phosphorus-used-gaza-lebanon\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">burns<\/span><\/a><span style=\"font-weight: 400;\">\u00a0until it is deprived of oxygen. As such, it burns thermally and chemically, causing\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2018\/11\/14\/myths-and-realities-about-incendiary-weapons\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">third-degree burns<\/span><\/a><span style=\"font-weight: 400;\">, piercing human muscle and bone, and causing a slew of other health issues, such as organ failure, disabilities, and more. Both <\/span><a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/10\/lebanon-evidence-of-israels-unlawful-use-of-white-phosphorus-in-southern-lebanon-as-cross-border-hostilities-escalate\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Amnesty International<\/span><\/a><span style=\"font-weight: 400;\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/news\/2023\/10\/12\/israel-white-phosphorus-used-gaza-lebanon\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Human Rights Watch<\/span><\/a><span style=\"font-weight: 400;\">\u00a0have documented the use of phosphorus in southern Lebanon and Gaza in October and November 2023, deeming it unlawful and as \u201cposing a great risk to civilians.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not the first time Israel has used incendiary weapons, particularly white phosphorus, in its attacks on Lebanon. The American University of Beirut\u2019s Nature Conservation Center has\u00a0<\/span><a href=\"https:\/\/www.aub.edu.lb\/natureconservation\/Documents\/Brief%20WP%20English.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">identified<\/span><\/a><span style=\"font-weight: 400;\">\u00a0four other instances in which Israel used this weapon. It was first fired during the Israeli invasion of Beirut in June 1982 on\u00a0<\/span><a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1982\/08\/20\/beirut-phosphorus-victim-i-felt-i-was-suddenly-on-fire\/b5083eca-2250-4e95-a561-6d4fad11d5ce\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">buildings and civilians<\/span><\/a><span style=\"font-weight: 400;\">\u00a0around the capital, then during the Seven Day War on\u00a0<\/span><a href=\"https:\/\/www.hrw.org\/reports\/1996\/Israel.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">villages<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in southern Lebanon in July 1993; during \u201cOperation Grapes of Wrath\u201d on civilian\u00a0<\/span><a href=\"https:\/\/scholars.unh.edu\/cgi\/viewcontent.cgi?article=1195&amp;context=unh_lr\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">homes<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in southern Lebanon in April 1996, and finally during the July War against\u00a0<\/span><a href=\"https:\/\/casebook.icrc.org\/case-study\/israellebanonhezbollah-conflict-2006\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">civilian<\/span><\/a><span style=\"font-weight: 400;\">\u00a0targets in southern Lebanon in 2006. However, this year is different, in that it marks the first time that agricultural areas in Lebanon have been this openly and extensively targeted. The south\u00a0<\/span><a href=\"https:\/\/climatechange.moe.gov.lb\/viewfile.aspx?id=33\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">grows 22 percent<\/span><\/a><span style=\"font-weight: 400;\">\u00a0of Lebanon\u2019s fruit and citrus, 38 percent of the country\u2019s olives, and cultivates vast crops of tobacco. All these crops generate vital income for local communities in the south, and particularly in border villages.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The aggressions on the border have severely\u00a0<\/span><a href=\"https:\/\/today.lorientlejour.com\/article\/1355851\/weaponizing-the-environment-israeli-strikes-burn-south-lebanons-farms-forests.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">impeded<\/span><\/a><span style=\"font-weight: 400;\">\u00a0harvesters, as many were forced to flee for safety, subsequently halting their farming and cultivation of crops, and has acutely affected olive production in its most vital season of the year. In addition to a fear for farmers\u2019 safety, many crops were destroyed as a result of the airstrikes. Ground surveys completed by the\u00a0<\/span><a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=314470688045388&amp;id=100084473773626&amp;mibextid=d6eG65\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">National Council for Scientific Research<\/span><\/a><span style=\"font-weight: 400;\">\u00a0(CNRS), showed that by November 16, 5,140,000 square meters of land had been scorched using white phosphorus and flare bombs in the south, including 123,930 square meters of olive trees. To put things in perspective, bordering towns in the south\u00a0<\/span><a href=\"https:\/\/www.anera.org\/blog\/war-impact-olive-farmers\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">produce<\/span><\/a><span style=\"font-weight: 400;\">\u00a05,000 of the 25,000 tons of olive oil produced\u00a0<\/span><a href=\"https:\/\/lebtrade.gov.lb\/product\/olive-oil\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">yearly<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in Lebanon. As such, the losses incurred during the current bombings can affect up to one fifth of the national olive production profits \u2014 which amounted to nearly\u00a0<\/span><a href=\"https:\/\/lebtrade.gov.lb\/product\/olive-oil\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">$23 million<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in exports in 2020 \u2014 whether it be due to burnt groves or unharvested lands as a result of displacement.<\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_31958\" aria-describedby=\"caption-attachment-31958\" style=\"width: 800px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-31958\" src=\"https:\/\/themarkaz.org\/oldsite\/wp-content\/uploads\/2024\/03\/Wildfires-break-out-after-Israeli-artillery-fire-and-flares-near-the-Lebanese-border-village-of-Alma-al-Shaab-Oct.-28-2023.-Credit-Philippe-PernotLOrient-Today.jpg\" alt=\"Wildfires break out after Israeli artillery fire and flares near the Lebanese border village of Alma al-Shaab, Oct. 28, 2023. Using white phosphorus bombs is a systematic attempt to destroy woodlands and agricultural areas, compromising the livelihood and sustenance of local communities.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prior to the war, farmers had already been considered amongst the most vulnerable occupational groups in Lebanon. While all sectors of the economy have undoubtedly been affected by the economic and financial crisis of the past few years, the agricultural sector has been hit quite hard: after being\u00a0<\/span><a href=\"https:\/\/www.frontiersin.org\/articles\/10.3389\/fsufs.2022.870412\/full\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">neglected<\/span><\/a><span style=\"font-weight: 400;\">\u00a0over the past few decades, it has become partially paralyzed following the beginning of the 2019 crisis, unable to improve its contribution to individual livelihoods, food security, and social development in Lebanon. As agricultural production threatened\u00a0<\/span><a href=\"https:\/\/nowlebanon.com\/from-seeds-to-strikes\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">to plunge<\/span><\/a><span style=\"font-weight: 400;\">\u00a0by a staggering 70 percent in 2022, many farmers have since been forced to abandon their crops, unable to sustain themselves or the land that was supposed to sustain them. The\u00a0<\/span><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/lebanon-risks-being-ostracised-if-presidential-vacuum-lingers-french-envoy-2023-09-26\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">presidential vacuum<\/span><\/a><span style=\"font-weight: 400;\">\u00a0and subsequent caretaker government have made it hard to enact substantial change, pushing the sector into an even more marginalized condition.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because agricultural work is considered\u00a0<\/span><a href=\"https:\/\/www.anera.org\/blog\/falling-through-the-social-safety-net-in-lebanon\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">informal<\/span><\/a><span style=\"font-weight: 400;\">, over 75 percent of workers in this sector are\u00a0<\/span><a href=\"https:\/\/data.unhcr.org\/fr\/documents\/download\/64042\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">not registered<\/span><\/a><span style=\"font-weight: 400;\">\u00a0with the National Social Security Fund, meaning that they have no health benefits, insurance policies, nor even social security benefits which may qualify them to receive compensation should disasters occur and hinder their crops and livelihood in any fashion. This, combined with the financial crisis, means the harm caused by the Israeli shelling of agricultural lands in southern Lebanon only exacerbates an already potent issue. Now, all of this is gone.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since white phosphorus burns as long as it is exposed to oxygen, it is hard to put out, resulting in large amounts of land being scorched until civil defense members are able to reach the area and extinguish it. It must be noted that Lebanon\u2019s\u00a0<\/span><a href=\"http:\/\/www.civildefense.gov.lb\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">civil defense<\/span><\/a><span style=\"font-weight: 400;\">, a public emergency medical service that conducts emergency fire-fighting responses among other things, is severely\u00a0<\/span><a href=\"https:\/\/today.lorientlejour.com\/article\/1340110\/unpaid-and-underfunded-volunteer-firefighters-battle-the-odds-to-save-akkars-forests.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">underfunded<\/span><\/a><span style=\"font-weight: 400;\">, with most of its members functioning on a volunteer basis. This unfortunately means they do not have the proper resources required to fight any disasters, be they natural or man-made.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, though many crops may have not been directly burned by white phosphorus, they have still been affected due to toxic chemical components\u00a0<\/span><a href=\"https:\/\/ieeexplore.ieee.org\/document\/5596102\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">infiltrating<\/span><\/a><span style=\"font-weight: 400;\">\u00a0the soil or\u00a0<\/span><a href=\"https:\/\/www.atsdr.cdc.gov\/ToxProfiles\/tp103-c2.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">traveling<\/span><\/a><span style=\"font-weight: 400;\">\u00a0through the air. White phosphorus releases phosphoric acid into the ground,\u00a0<\/span><a href=\"https:\/\/www.aub.edu.lb\/natureconservation\/Documents\/Brief%20WP%20English.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">diminishing<\/span><\/a><span style=\"font-weight: 400;\">\u00a0the soil\u2019s fertility for future plant growth, and exposing the land to a risk of erosion. Remnants of toxic compounds may\u00a0<\/span><a href=\"https:\/\/www.atsdr.cdc.gov\/toxfaqs\/tfacts103.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">remain<\/span><\/a><span style=\"font-weight: 400;\">\u00a0in the soil for years on end, and become a semi-permanent feature of their ecosystem. Existing crops are contaminated, as well as ground aquifers and other bodies of water, affecting animals and humans that either consume the water directly, or consume crops that were irrigated using this water. Indeed, on October 29, almost three weeks after the bombing of the south started,\u00a0<\/span><a href=\"https:\/\/x.com\/FoodPandemic\/status\/1718538104246587500?s=20\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reports<\/span><\/a><span style=\"font-weight: 400;\">\u00a0emerged of farmers in the south feeling unwell after they had eaten produce from crops that were unharmed, yet in the proximity of the phosphorus bombs.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h4>Challenges for restoration<\/h4>\n<p><span style=\"font-weight: 400;\">The scorching effect of the fired artillery, coupled with the toxins white phosphorus releases into the air, ground, and water, carries\u00a0<\/span><a href=\"https:\/\/www.thenationalnews.com\/mena\/lebanon\/2023\/11\/28\/lebanon-white-phosphorus-dhayra-truce\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">serious implications<\/span><\/a><span style=\"font-weight: 400;\">\u00a0for Lebanon\u2019s agricultural sector and its farmers based around the affected areas, especially within the broader destructive economic and political context. Though restorative activities may be the first line of reaction in the face of natural or war-inflicted disasters, the governance and economic issues Lebanon is dealing with are likely to impede the application of such efforts.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cReplanting the lands may be possible, but it comes with gruesome challenges. It involves cleaning the damaged vegetation and assessing the soil and water for contamination, which is highly likely given the scale and intensity of white phosphorus use in the affected areas. Financial and technical restorative efforts are required to restore full productivity. So far, economic losses are substantial,\u201d Dr. Younes told TIMEP.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One thing that is certain is the undeniable multi-dimensionality of the conflict. Beyond the physical dimension of the current war exists an economic and environmental dimension that cannot, and must not, be ignored. Hence, as agricultural lands are targeted and civilian lives and livelihoods are put in harm\u2019s way, the international community must invoke international humanitarian law to address the other aspects of the war and to prevent further damage from being done to Lebanon\u2019s economy, agriculture, and environment for years to come.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span
