He points out that foreigners may have heard of CAR through the \u201cinfamous\u201d <a href=\"https:\/\/theconversation.com\/who-is-joseph-kony-the-altar-boy-who-became-africas-most-wanted-man-200361\" target=\"_blank\" rel=\"noopener\">Lord\u2019s Resistance Army<\/a>, a brutal Christian rebel group that operates across CAR, Uganda, the Democratic Republic of Congo (DRC), and South Sudan.<\/p>\n<p>The group, which had launched a rebellion in Uganda, \u201csought shelter in its [CAR\u2019s] forests as US soldiers hunted it down.\u201d Otherwise, \u201c[the Central African Republic] made the news when power shifted and even then, hardly. From the outside, it could seem like an oblivion, a country in the high seas.\u201d<\/p>\n<p>Sundaram\u2019s descent into hell across landlocked CAR is narrated against the backdrop of his crumbling marriage while his wife, Nat, is in Canada with their young daughter, Raphaelle. He travels around CAR with a Human Rights Watch researcher, <a href=\"https:\/\/www.hrw.org\/about\/people\/lewis-mudge\" target=\"_blank\" rel=\"noopener\">Lewis Mudge<\/a>, telling the reader that together they\u2019re a more effective team because they are \u201crecording the emotions of the war\u201d and \u201cgathering testimony of people\u2019s courage.\u201d<\/p>\n<p>What transpires is a journey through an apocalyptic, battle-scarred landscape where, due to the perilous security situation, even local citizens have no idea what\u2019s happening in their vicinity. Fear is etched on the faces of every civilian whom Sundaram and Mudge meet.<\/p>\n<p>Sundaram isn\u2019t a war junkie, endlessly drawn to documenting conflict, but his disarming gentleness masks a determination to uncover what most Western reporters don\u2019t because there\u2019s little glory in publicity or accolades in doing so.<\/p>\n<p>CAR\u2019s divisions principally occur along <a href=\"https:\/\/www.forbes.com\/sites\/ewelinaochab\/2018\/05\/09\/the-religious-war-in-central-african-republic-continues\/?sh=1cff44b03c0d\" target=\"_blank\" rel=\"noopener\">religious lines<\/a>. Since becoming independent from France in 1960, the nation has rarely seen peace. In the past decade, the Muslim population has often been targeted, abused, and <a href=\"https:\/\/www.aljazeera.com\/news\/2015\/1\/13\/un-muslims-ethnically-cleansed-in-car\" target=\"_blank\" rel=\"noopener\">ethnically cleansed by Christian militias<\/a>, but Sundaram is no apologist for the Muslim rebels and exposes a litany of their horrors, too.<\/p>\n<p>CAR has been <a href=\"https:\/\/www.crisisgroup.org\/africa\/central-africa\/central-african-republic\/centrafrique-eviter-une-nouvelle-desintegration-de-larmee\" target=\"_blank\" rel=\"noopener\">wracked by violence<\/a> for years. The army is present in various parts of the country and <a href=\"https:\/\/www.trtworld.com\/africa\/un-denounces-human-rights-abuses-by-national-and-foreign-forces-in-car-54842\" target=\"_blank\" rel=\"noopener\">stands accused<\/a> of war crimes. The Muslim rebel coalition, known as the Seleka, topped President Francois Bozize in a coup in 2013 and has <a href=\"https:\/\/www.aljazeera.com\/gallery\/2017\/6\/14\/tensions-between-muslims-and-christians-rise-in-car\" target=\"_blank\" rel=\"noopener\">targeted<\/a> the country\u2019s Christians ever since. Millions of civilians have been <a href=\"https:\/\/theconversation.com\/7-million-internally-displaced-people-live-in-central-africa-they-need-more-support-195488\" target=\"_blank\" rel=\"noopener\">displaced<\/a> due to years of fighting. The resulting arc of instability extends beyond CAR to encompass Rwanda and the DRC (with Rwandan forces increasingly playing a <a href=\"https:\/\/www.crisisgroup.org\/africa\/central-africa\/central-african-republic-rwanda\/b191-rwandas-growing-role-central-african-republic\" target=\"_blank\" rel=\"noopener\">major role<\/a> in assisting the CAR government). All sides in CAR have committed war crimes, and accountability <a href=\"https:\/\/www.hrw.org\/news\/2023\/03\/27\/decade-after-central-african-takeover-justice-still-needed\" target=\"_blank\" rel=\"noopener\">remains mostly out of reach<\/a>.<\/p>\n<p>Early in his book, Sundaram describes the Muslim rebellion in CAR as having \u201chistorical importance.\u201d He adds:<\/p>\n<p style=\"padding-left: 40px;\">This war marked a reversal of colonial history in Central Africa. A rare reversal, despite the ayatollahs, caliphates and militias. The rebels who had taken over the country were mostly Muslim. And their victory marked the first Muslim rule here since Muslim kingdoms were defeated by French armies in the late nineteenth century. Almost a hundred years after the French established their brutal African colonies, Muslims still remembered their ancestors\u2019 humiliation, and sought to recover glory.<\/p>\n<p>Thrust into this combustible sectarian divide is the real risk of worsening religious conflict. \u201cOf Christians rising up to fight their new Muslims,\u201d details Sundaram, \u201cof old grievances resurfacing, of an implicit and long-unchallenged Christian dominance at stake.\u201d And there\u2019s something else. \u201cThis land was also rich with gold, diamonds, and the ivory of forest elephants.\u201d<\/p>\n<p>The violence is ongoing. Nine Chinese nationals were <a href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/20\/armed-men-kill-chinese-nationals-central-african-republic\" target=\"_blank\" rel=\"noopener\">murdered<\/a> in March in an attack near a goldmine outside CAR\u2019s capital, Bangui. Deadly attacks against UN peacekeepers are <a href=\"https:\/\/news.un.org\/en\/story\/2023\/07\/1138587\" target=\"_blank\" rel=\"noopener\">common<\/a>. A July 30th constitutional referendum that will allow current President Faustin-Archange Touadera to serve more than two terms has heightened tensions. Human Rights Watch has <a href=\"https:\/\/www.hrw.org\/news\/2023\/06\/05\/central-african-republic-referendum-poses-risks\" target=\"_blank\" rel=\"noopener\">expressed concern<\/a> that the space for civil dissent is shrinking due to police crackdowns on critics.<\/p>\n<p>These days, if CAR does appear in the Western mainstream media, it\u2019s often viewed as a state that no longer needs or wants American largesse. A <a href=\"https:\/\/www.nytimes.com\/2022\/12\/24\/world\/africa\/central-african-republic-russia-wagner.html\" target=\"_blank\" rel=\"noopener\">long report<\/a> in the New York Times in December 2022 detailed Russian influence, and alleged that CAR had become a \u201cvassal state\u201d of the Kremlin, with Moscow\u2019s mercenary army, the Wagner Group, accused by the paper and <a href=\"https:\/\/www.hrw.org\/news\/2022\/05\/03\/central-african-republic-abuses-russia-linked-forces\" target=\"_blank\" rel=\"noopener\">human rights organizations<\/a> of committing hideous abuses against the civilian population. More Wagner mercenaries <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/7\/17\/wagner-forces-arrive-central-african-republic-before-referendum\" target=\"_blank\" rel=\"noopener\">arrived in CAR<\/a> just before the late July referendum.<\/p>\n<blockquote><p>Moscow <a href=\"https:\/\/www.crisisgroup.org\/africa\/central-africa\/central-african-republic\/russias-influence-central-african-republic\" target=\"_blank\" rel=\"noopener\">started providing<\/a> weapons to CAR in 2017, when Putin hoped to <a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/06\/russian-mercenaries-exploiting-africa-to-fund-war-in-ukraine\" target=\"_blank\" rel=\"noopener\">secure access<\/a> to the state\u2019s vast natural resources. Today, Wagner\u2019s pillaging in CAR is <a href=\"https:\/\/www.cbsnews.com\/news\/russia-wagner-group-ukraine-war-putin-prigozhin-africa-plundering-resources\/\" target=\"_blank\" rel=\"noopener\">helping fund<\/a> Russia\u2019s war against Ukraine.<\/p><\/blockquote>\n<p>For many Western editors, black on black violence is inveterate. For Western consumers, it is confusing and irrelevant. It is the rare journalist who dedicates years of his or her life to offer an alternative worldview, showing the richness, complexity, beauty, and pain of the 54 African nations.<\/p>\n<hr \/>\n<p>Across three compelling books, Sundaram has etched out a unique place in modern writing on Africa. This Indian-born journalist and television host left a <a href=\"https:\/\/gulfnews.com\/lifestyle\/anjan-sundaram-words-of-hope-1.1141572\" target=\"_blank\" rel=\"noopener\">management consulting job<\/a> with McKinsey in San Francisco in 2009 and instead dedicated himself to reporting.<\/p>\n<p>In his first book, <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2014\/jul\/31\/western-liberations-are-grotesque-experiments-just-look-at-libya\" target=\"_blank\" rel=\"noopener\"><em>Stringer<\/em> (2013)<\/a>, Sundaram documented the challenges of being a freelancer in the DRC while conjuring a poignant evocation of a nation that much of the West still wants to exploit.<\/p>\n<p>His second book, <a href=\"https:\/\/antonyloewenstein.com\/the-nightmare-of-todays-western-backed-rwanda\/\" target=\"_blank\" rel=\"noopener\"><em>Bad News: Last Journalists in a Dictatorship<\/em><\/a>, was released in 2016 and revealed the <a href=\"https:\/\/www.amnesty.org\/en\/latest\/press-release\/2017\/07\/rwanda-decades-of-attacks-repression-and-killings-set-the-scene-for-next-months-election\/\" target=\"_blank\" rel=\"noopener\">brutal nature<\/a> of the Western-backed Rwandan President, Paul Kagame. It also detailed Sundaram\u2019s courageous efforts to train local journalists despite the huge risks for everyone involved.<\/p>\n<p>In key parts of <em>Bad News<\/em>, the author riffs on themes that characterize all his work. He stresses that many in the international community continually praise Kagame as a respected leader who deserves admiration. Sundaram rightly condemns the Western diplomats in Rwanda who remain silent in the face of growing attacks against free speech in the country:<\/p>\n<p style=\"padding-left: 40px;\">The embassies had decided that helping the population to speak would hamper their relations with the President. &#8220;If we mention the repression to the government it will throw us out,&#8221; an official said. &#8220;And then we won\u2019t be able to help anyone in the country.&#8221;<\/p>\n<p>It was not the first time that the world had supported repression in Rwanda. As Sundaram details, the previous regime, whose rule had culminated in <a href=\"https:\/\/archive.nytimes.com\/www.nytimes.com\/books\/first\/g\/gourevitch-killed.html?_r=1&amp;oref=slogin\" target=\"_blank\" rel=\"noopener\">genocide<\/a>, \u201chad received similar praise, money and assistance from Western countries, which turned a blind eye to its crimes.\u201d<\/p>\n<p>Sundaram continues his examination of war and peace in Africa with <em>Breakup<\/em>. Near the beginning, he laments the familiar response from editors in the West when he\u2019s pitching stories. \u201c\u2018Which central African republic?\u2019\u201d they asked.\u201d The war\u2019s obscurity was galling for Sundaram. Despite its great tumult, its many killings, and its historical importance, Sundaram found that few had any interest in what was occurring in CAR or why. He recently told <a href=\"https:\/\/www.democracynow.org\/2023\/6\/8\/anjan_sundaram_conflict_reporting\" target=\"_blank\" rel=\"noopener\"><em>Democracy Now!<\/em><\/a> that the world\u2019s deadliest conflicts remain unreported.<\/p>\n<p>Setting off from the country\u2019s capital, Bangui, Sundaram and Mudge begin hearing stories about a recent, unreported government-led massacre that killed over 100 people in the town of Gaga, around 250 miles away.<\/p>\n<p>\u201cHas it been reported already?\u201d Sundaram asks a local contact. \u201cHow come I\u2019ve never heard of it?\u201d He is told that journalists didn\u2019t dare broadcast the news. \u201cThe government denied that its soldiers committed any crimes at all; and the journalists knew it was dangerous to report such a massacre.\u201d<\/p>\n<p>With evidence of mass crimes and threats of genocide against CAR\u2019s Muslim population, Sundaram and Mudge place themselves in the middle of a conflict to bear witness. It\u2019s noble work, yet Sundaram rightly interrogates the personal costs associated with it, namely being away from his family in Canada and risking his life on multiple occasions while in CAR.<\/p>\n<p>One key passage in <em>Breakup<\/em> details what Sundaram faces during his reporting. Kidnapped by rebels and held at gunpoint, a commander tells Sundaram, Mudge and their local driver Yusuf that Western lies lay at the heart of its military policy.<\/p>\n<p>\u201cThe U.S. used a children\u2019s vaccination program as a <a href=\"https:\/\/www.theguardian.com\/world\/2011\/jul\/11\/cia-fake-vaccinations-osama-bin-ladens-dna\" target=\"_blank\" rel=\"noopener\">cover<\/a> to capture Osama Bin Laden,\u201d he said. \u201cThat was a crime,\u201d Sundaram responds. \u201cBut was anyone punished for it?\u201d the commander asks. \u201cThe UN has sent French soldiers here to defend our murderous government. But our people are punished. No one can protect us except ourselves.\u201d<\/p>\n<p>It\u2019s a striking moment because although these rebels undoubtedly committed grievous abuses, the commander\u2019s argument was true.<\/p>\n<p>The implication is clear, peppered throughout <em>Breakup<\/em>. Who are we in the West to preach about human rights in Africa when we never hold ourselves for account for countless invasions, occupations and killings? This Western hypocrisy partly <a href=\"https:\/\/www.democracynow.org\/2023\/6\/9\/anjan_sundaram_on_covering_deadly_wars\" target=\"_blank\" rel=\"noopener\">explains<\/a> why so many African countries now turn to Russia and China for support. Africa is still waiting for reparations, a full-throated apology, and acknowledgement of Western crimes that stretch back centuries.<\/p>\n<p>Whose lives really matter to the so-called international community? Does the killing of black lives resonate in Western capitals, or do they prefer to arm and train Africans? In recent years, there have been <a href=\"https:\/\/www.rollingstone.com\/politics\/politics-features\/west-africa-coup-american-trained-soldier-1234657139\/\" target=\"_blank\" rel=\"noopener\">at least seven coups<\/a> by African soldiers who had been trained by American forces, yet there\u2019s been no real change in Washington\u2019s policies.<\/p>\n<p>Nonetheless, one sign of hope is the <a href=\"https:\/\/www.hrw.org\/news\/2022\/04\/12\/central-african-republic-war-crimes-courts-first-trial\" target=\"_blank\" rel=\"noopener\">Special Criminal Court<\/a> in Bangui, which aims to address the gross violations of human rights in the country. It\u2019s a small but necessary first step towards bringing the perpetrators of violence to account, and to giving some measure of closure to their long-suffering victims.<\/p>\n<p>Although <em>Breakup<\/em> isn\u2019t overly concerned with the minutiae of CAR politics, it rightly focuses on the vulnerable and the suffering in a war that most people have never heard of. For that reason alone, its author deserves praise and respect. Sundaram has ventured into a maelstrom at the potential cost of his most intimate relationships and even his life.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Antony
